Missingno. is not that strong?

In our memory stored under layers of nostalgia filter, Missingno. was a really strong glitch pokemon. However, upon checking its base stats today I noticed that it only has a total base stat 231. That's abysmal. It's like a baby pokemon's stats. Of course, it has rather high attack stat in Red/Blue and the powerful sky attack, but the defence is lower enough that a pikachu's tackle might kill it in one hit. Sure, in yellow it has super a lot of HP, but it won't have the high attack. So... Hum.
